Regular Board of Directors Meeting of the Connecticut Communities Coalition, C3 for short, in the Multi Media room of the Mulvey Municipal Center in Westbrook.  Everyone is welcome.  This should be a very important and interesting meeting.  C3's proposed bill for property valuation relief was sponsored in this years Legislative Session by Representatives Brian O'Connor and Marilyn Guiliano and brought up in the Finance Committee by Senator Eileen Daily.  The Finance Committee put a lot of additional thought and legal work into C3's bill and eventually voted 35 to 2 in favor of having the bill studied by the Planning Committee for presentation to the next Legislative session.  C3's bill was in the original version of Section 1 of SB 701. Note that when 701 was voted out of Committee another bill was substituted for ours in Section 1. The bill to have C3's initiative studied is now part of SB 5842.  You can see both these bill on C3's web site at www.conncommcoalition.org.

Short COB business meeting followed by an informational meeting on various topics of interest to each member Association at their Annual meetings, most of which will take place before our next regular meeting.  Some topics that probably will be included are First Selectman Raffa's pending trial, the new waste water initiative, the possibility of losing our train station, the loss of State funding for the Library and   controversial cuts in the Town budget.  The final agenda will be posted here as soon as it's worked out.

Regular COB meeting.  Kathy Wininger, Chair of the Westbrook Traffic Commission will attend to discuss safety issues and the feasibility of self-policing on the roads in and around our member Associations. She will also answer any other questions relating to the Traffic Commission. A motion will be made to have the COB request that the Town phase in the October revaluation over a five year period per Public Act 06-148, which was passed in the 2006 legislative session. It is essential that a representative of each member Association attend this meeting to vote on this motion. We have strength in numbers, but only if they are present to vote. If the October revaluation results in a $500 per year increase in taxes under the old system, under the phase in there will be a saving of $1,000 over the same five years.

 

06/06/06 All day.  Budget referendum at Mulvey Municipal center.  Please take the time to vote.  A strong turnout is very important.

Regular COB meeting.( NOTE .Mary Jan Engle will not be able to attend to explain, and answer questions about, the latest version of the proposed waste water management plan. This will be rescheduled.) The main item of business will be the revaluation phase in petition. Each member association should be sure to send a representative.  Appointment of a nominating committee for August officer elections.  Our scholarship recipient has been invited to attend.

There will be an informational meeting explaining the current revaluation, in the Multi-Purpose room at the Westbrook Town Hall, 866 Boston Post Road, Westbrook, Connecticut. Jim Ramos, President of RMS, the revaluation company, will explain the methodology of the revaluation process, and be available to answer questions. This result of this revaluation will become the new Grand List in October, 2006.

Regular Selectmen's meeting.  We'll present our petition to phase in the results of the current and future valuations.  A show of numbers by our members would help get our point across.

Regular COB meeting. Officer elections. Report from our representative to the Traffic Commission on the Town Center vote to take place in that Commission at 7:30 while our meeting is in progress. Report on Selectmen's meeting re our petition.

Special Town Meeting to vote on the Train Station improvements and the related land swap with the DOT.  It is essential that everyone concerned about the future of the train station attend this meeting!  There is a distinct possibility that the actions since the last election, or the lack thereof, by First Selectman John Raffa and Selectman Mulvihill could inadvertently lead to the DOT abandoning the Westbrook station and our Shoreline East stop.
